Your brain was confusing Pikachu and Pichu's appearances. That's all.
Pikachu's tail never had the black on it.

Nope, when I was a little kid I remember debating in my mind whether pikachu had a tail mark or not. Even if I had seen him 5 minutes ago or even a few seconds ago while staring at the card. I distinctly remember thinking "wait his tail looks different" back in the early days of gen 1. I literally could not comprehend why there wasn't a mark on the tail. If it was a mandela effect it had to have happened around the year 1999 to 2000.

I have drawings I made of Pikachu with the black mark from before GS released. Not saying it's a Mandingo Effect but at least for this case I can relate to the people misremembering
