Usage amount isn't the only thing that makes a mon meta defining.
Rillaboom is an easy mon for low-tier players to spam. It's a gatekeeper mon that always needs to be accounted for. Its existence pretty much fucked over the entire sweeper niche.

I think its just one person that spam about rillaboom that isn't good at competitive because of percents usage going down after restricted meta started. It's still good, for a grass starter along with venusaur. Undestanded rillaboom is not most liked mon, but its ridiculus to say about rilla that is not good mon. It survived legendary meta and still be played at vgc, even counter shit like rapid urshifu, fakeouts regieleki and just grassy gliding it and stoping scarf kyogre. Rillaboom is just grass incineroar that makes other starters fanboys cry.

Yes it does anon. Meta defining means that people need to take it into account in their team building and that its mere presence shape the meta by penalizing mons weak to it and rewarding mons strong against it. At 9% usage it's not going to be a priority when building an OU team.

That's wrong tho? Many scarf sweepers like Lele, kartana and Blacephalon are still present. Did you mean set up sweepers?

That's the second strongest priority move in the game, only behind Yveltal's Sucker Punch (80 * 1.5 * 1.33 = 159.6).
And note that Sucker Punch relies on the opponent attacking as a condition for working. Rillaboom sets up its own condition, and the move still works (albeit isn't priority and isn't as strong) if the terrain is removed.
So in other words, Rillaboom annihilates any fast frail attacker.

The only reason VGC is the "official" competitive mode is because singles is too stally and you can't hold tournaments where every match lasts 1 hour.

I don’t really agree with Smogon policies most of the time but when Dracovish was only 9% usage people still used Seismitoad because even if it wasn’t THAT common it would run train on you if unprepared. Rillaboom is like that.
