Chuck is the one who is dressing up like a monster to scare people off of his whatever he found, while pretending to be the superstitious one lending credit to it.
Faulkner is the red herring. He's suspicious and a dick, but he didn't actually do anything.
And Claire is the unlikely tip that cracks the case from someone who otherwise didn't really factor into the case. Either she confirms Faulkner's alibi, or is the one that noticed Chuck running around out of breath, or something like that.
