The Houndour line was made for Team Rocket before anything else, it's literally a species of the "Evil Type". It only being found in Kanto heavily implies Team Rocket spent most of their years following Giovanni's leave in isolated hiding in the forests nearby more remote routes, wherein they most likely discovered, captured and black market distributed these Pokemon, bringing their existence known to the world (remember, in GSC, the narrative is that most of these Pokemon were emergent species that had never been seen before) for profits to help kickstart their grand revival, which they'd later take to Johto since it's more rural and less expectant of their return.
