>>50382266For Gen 3, they had the idea to do this to deter cheaters from being able to so easily capture Beldum, Metang and Metagross that are forced to appear in the wild (even though cheaters can also very easily add Master Balls to their inventory) and then they forgot all about it, so it's still an issue we're dealing with to this day whenever the line appears in the wild.
It's not the first time they did odd stuff like this, Gen 2 did the same thing with Eevee, Porygon and the Legendary Birds all having Escape Rates when encountered, even though none of them appear in the wild.
