Game Freak only has about 300 employees and only a fraction of them work in the art design department. Someone wouldn't be retarded enough to kill his easily sussed out position just for a smidge of "clout." That and proper reference sheets are printed on much heavier paper to make sure they last; that's just plain printer sheet from the look of it.

The gen 4 starters were based on mythology.
The gen 5 starters were based on royalty and nobility.
The gen 8 starters were based on British pop culture.
Hell, even the gen 1 starters were based on animals a kid in Japan would catch to keep as a pet.
Starters do tend to share a theme.

I think only Empoleon's name has to do with Napoleon (maybe a bit with it's design, but again Empoleon is an emporer penguin). It's based on a myth since it's crown is essentially Poseidon's Trident.

Every generation after gen 3 (or gen 4 if you don't believe that the starters final evolutions are based on myths) have had themes. It probably wasn't too obvious with Gen 5, but Gen 6 literally had Greninja being a ninja, Delphox being a witch/mage, and Chesnaught being a knight.

Gen 6 is circus themed I think with Primarina being a singer, Incineroar being a wrestler, and Decidueye being an Archer.

And Gen 8 is literally just things from Britain with the Inteleon being James Bond, Rillaboom being a drummer, and Cinderace being a soccer star.

Gen 1 does have a theme, they've talked about it in interviews about how a turtle, lizard and frog were critters a kid might catch in woods.
Makes me wonder if gen 2 and 3 did have themes and they're just too subtle.

Gen III was the same as Gen I but for more tropical climates.
Gen II was arguably supposed to be "going back in time" with Chikorita becoming a sauropod and Totodile becoming a caveman/neanderthal but the Cyndaquil line doesn't really fit that [kinda because Cyndaquil wasn't the original Fire starter for the set.]
