There's a lot of mons that are great from the get-go or become strong with moderate investment. For example, consider weak-ass Ralts. Its early STAB gets to shine early on in the second gym and then it even gets Psychic way earlier than something like Alakazam (because the latter is stronger stat-wise at this level) and Calm Mind by level up. Then it reaches L30 and it destroys the game (or parts of it). Heck, Calm Mind Kirlia might already be too good in certain spots (can probably sweep Flanneary).
Then you have stuff like Gen 2 Elemental Punches Kadabra/Alakazam or post Gen 3 Gyarados (Gen 3 Gyara is already kinda great in fact thanks to intimidate), or even HGSS Heracross that sweeps Whitney easy if you get to the level cap. Meanwhile, Gen 2 Hera in-game isn't even better than Stantler. That's why someone else argued that competitive was all that's left for it.
>Reversal stratsGetting HP that low is more problem that it's worth (the difference in damage between something like 12% vs 2% HP is huge). Again, Pokemon is unbalanced, fighting as a type was just pretty meh at this point. Primeape is arguably a superior fighting type to use because it actually learns fighting moves, same thing with Machop line.
