Almost every Pokemon is fully capable of understanding human language and are somewhat sapient. Ordering a Pokémon in battle or in contests requires some mental comprehension and all Pokémon have that.
It doesn’t mean Zoroark can physiologically speak the human language.

Wrong. Understanding the complexities of human language is only possibly for specific, hyper intelligent pokemon like Lapras or the Lati duo. Normal pokemon can only understand basic commands or, in the sense of Pidove, can barely do even that.
