While Gengar has had a lot of spotlight as of late, I feel like it gained naturally popularity among fans, and The Pokemon Company have taken notice of that over time.
Charizard has always been pushed while also being a fan favorite. It’s the only fully evolved Kanto starter Ash has in the anime to this day, and has been all over merchandise from the very beginning. Way more than Venusaur or Blastoise.
