Almost every mon can learn Double Team and the moves had almost the same effect (minimize was only 1 evasion stage before gen 5)
Shouldn't Minimize have been the one that any Pokemon can learn since shrinking is part of the basic Pokemon powerset in lore and has been since the beginning, whereas shadow clones aren't?
