They should ALL be usable in SV (even Gogoat to Game Freak's dismay) but we all know that requires too much effort for a small indie developer that shit's out shillmon after shillmon and regional gimmicks that only popular Pokémon can make use of.

Imagine if the Pokémon games weren't fucked in the ass by the marketing bullshit of OMG IT'S PIKACHU AND LUCARIO AND GARCHOMP HOLY FUCK THEY'RE SO STRONG AND POPULAR AND REMEMBER TO USE A KANTO STATER THAT ISNT BLASTOISE IN YOUR CORPORATE-APPROVED PLAYTHROUGHS while Pokémon like Typhlosion still have shit movepools.

It's too much work on any developer, even nintendo couldn't crack 50 different monsters in BotW and they delayed that twice to get it finished.

Pokémon is never going to have all Pokémon at launch again.

1) Yearly releases, not entirely GameFreak’s fault since it’ll be people higher than them pushing for it.
2) GameFreak’s inadequacy and design philosophy
3) People want and expect deeper gameplay with a variety of changes. Pokémon only gets away with 900+ playable characters because of its simplicity.
