It plays a factor. It's a Pokemon that fights by swinging swords around, but that looks awkward for a quadruped. Its sword should have either been its horn, or it should have just kept its pre-evolutions body shape.

Pokemon has always had Pokemon with design inspirations from jobs. Mr. Mime, the chop line, the hitmons, etc. Pokémon has always had flexibility when it comes to creature design and they have never stuck with only one archetype. Even here people talking about "actual monsters" are throwing around buzzwords because what a monster is can be many things, from ferocious and/or mythical animals, to supernatural entities like vampires, to even people based off their behavior. If you mean in the context of ferocious designs Pokémon doesn't do those, this isn't monster hunter. This is Pokémon where most Pokémon are designed to be cute and look friendly as Sugimori and Turner have stated in the past.
