Generally Pelipper is the better choice but Politoed may fit some niche you need, it does have good bulk and learn Perish Song.

Thunder seems like a stretch but I understand the logic. I really like Fake-out and follow me.
Boomburst could fit too due singing frogs (honestly there are several older Pokemon that could stand to learn that move)

It needs something to give it an edge compared to Pelipper.
Pelipper gets 100% accurate hurricane, and access to Roost for recovery, and access to slow U-Turn to quickly and safely get the rain abuser into battle, and even Defog for extra utility.
Fuck, dude. Politoed should at least get Flip-Turn.

What the fuck, I just looked it up. Why doesn't it get Flip-Turn, its literally the aquatic version of U-Turn (which Pelipper gets). What's wrong with Game Freak?
