They wanna avoid ever letting anyone get ALL of their Pokemon out of the PokeGulag on a single system. So they'll carefully pick which pokemon are 'compatible' with each game to make sure there's always at least 100 or so trapped in purgatory until the "Switch 2" or whatever it ends up being is released.
