Time travel to a cordoned off Ecruteak where the Brass tower is still standing and Lugia perches there.
Climb it and the Tin tower with Prof. Elm ancestor or Morty ancestor and chuck in some boosted BST forms.
After descending Eusine ancestor shows up, comically late to the whole affair.

Legendaries really don’t matter in the games. They don’t exist for most of it. Funnily enough SM and SS are the only ones to actually make them relevant with nebby and the UBs and Dynamax being the result of eternatus radiation.

Lugia was doomed because of the autism behind its creation. The bad decisions stemmed from tacking on Psychic when both mono Flying or Dragon/Water would work better for its job. The only thing saving its job is the fact Giratina still doesn't have solid recovery
