Which starter he chose is irrelevant. In the primary timeline that most games follow, he has all three possible starter options between RGB to keep it vague and imply he's also seasoned enough to have found the others on his own time after becoming Champion. The fact he has a Pikachu as his highest leveled Pokemon is simply a reference to Yellow and Ash.

As a nod to Yellow and Ash. He's strictly not from Yellow's version of Kanto because there's no sign or mention of Jessie or James anywhere, nor does Blue use any of his Yellow-Exclusive Team Members.

If this exact Red shows up again henceforth and subsequently implies LGPE is the new baseline canon and that the Kanto's second (but most notable) ever Champion is now the LGPE Protagonist, sure.

While I'd argue there's really no reason for Jessie and James to be mentioned considering they're just regular grunts, Blue's team is actually a good point.
It's still incredibly stupid that Red wouldn't evolve his Pikachu if Yellow isn't the real version though.

If I had to guess they meant to give it a Light Ball, but then they decided against it because they wanted to keep it a secret item you had to trade a Yellow Starter Pikachu over to get rather than the possibility of someone being able to infinitely steal from Red's Pikachu.

This team pisses me off, the cute thing about Red's teams is that they're usually comprised entirely of Pokemon you're guaranteed to encounter in RBY, it'd make more sense for him to have one of the Hitmons and a fossil here if they really didn't want to give him the other starters.
