It has absolutely nothing going for it.
Beedrill, Butterfree, Beautifly, and Dustox are all awful competitively, but they're at least decent in the early-game, and even have some little pluses. Butterfree destroys Brock if you chose Charmander and gets compound eyes sleep powder shenanigans once abilities exist, Beedrill has the only semi-decent bug move in gen 1, Dustox learns Protect naturally and can be used to cheese Norman's Slaking. And all of them have good stats for the early game considering they're fully evolved at level 10.
Ledian only has a 5 BST advantage over them, and its best stat is special defense, when all but the last 2 gyms are physical types. Keep in mind that Ledyba doesn't evolve until level 18.
