So we're getting a regional form of Lugia. Don't get me wrong, its cool and I love Lugia but I can never get genuinely excited for Legendary & Mythical Pokemon.

Lugia makes more sense as the master of the Legendary Birds to get a regional form than anything else.

Also in XD.
And the Sea Spirit’s Den in Kalos is specifically referencing Lugia.
The legendary beasts and Ho-Oh are exclusive to BD, and the legendary birds and Lugia are exclusive to SP.
A few MD games require you to recruit the birds before you can access Lugia’s dungeon

the hints are never that direct and this is related to box mascots, which is last months theme. So my guess is its something to do with typing or appearance of the box legends

You forget Lugia was created FOR that movie. Its first TCG card even references the link to the birds by focusing on its flying type and requiring 3 types of energy. So it's more the games neglecting to exploit that side of its lore.
