Trying to balance a type by giving out broken moves and abilities to a select mons only fix some mons but not the ones that don't get anything, this is why type chart fixes are better because they affect the whole type and don't leave out some mons. There is a world of difference between a reality where the worst type has a disproportionately huge amount of bad matchups tht makes it so much worse than the others and one where the worst type only has slightly less bad matchup ups in a way that even if said type is the worst type, it's not that much worse from the others.
I will agree with you that type changes aren't everything and should be followed by move distribution changes. As an example, bug has literally no strong physical stab aside from megahorn which has a limited distribution.
