I don't like it when people cite the presence of the original 150 in a different region's Pokedex as Kanto pandering, because I think that for logistical reasons, a great deal of those SHOULD be available, and because they ARE so abundantly distributed across the Pokemon world, I see them more as standard Pokemon that are not tied to any particular region's identity.
Stuff like having Pikachu in the Safari Zone in RSE or locking the Kanto starters behind a dex completion reward, or multi-generational transfer does a better job, in my opinion, of making those Pokemon seem analogous to Kanto. This, for me, forms the basis of the grievance with Leon's Charizard. It's an allusion to one of the most popular Pokemon and the most popular region, sure, but it also waters down that region's own sense of identity. Even if Bulbasaur, Charmander and Squirtle were extra-regional imports, I would have been content with not seeing the region that they come from. If they come from Galar, it's not the end of the world though.
