But black and edgy is a common visual style in general in fiction and not everything with an edgy look needs to have Dark slapped on. What Dark actually signifies for 98% of the Pokémon who are Dark is "it uses underhanded tactics to fight". That's what Dark is, since Luxray isn't known to be mean, clever, deceitful, etc, it only has the LOOK of a Dark Type but lacks an actual justification for it. Like if Luxray was green instead of black, what justification is there?
It is still completely fair to say Luxray looks like a Dark Type though, it is the designer's fault for doing a poor job with misleading visual design
