How many times do we have to explain it to you Ashcuck? You DON'T have to challenge the E4 after you win the league. You gain the right to do so if you desire but it's not mandatory. He won the league and the he fucked off. He didn't lose against anyone. Unless you have proof that he did indeed challenge them.

The whole point of winning the Pokemon League Tournament is to earn the right to face the Elite Four and Champion to become the region's champion proper. You'd have to be legitimately brain-damaged to want to go as far as to win the tournament and then decide "nah, the trophy's enough, I'm too much of a pussy fuck to see how I fare against this region's objective greatest trainers!"

Headcanon: Darkrai and Latios are Tobias' only good pokemon. It takes a lot of effort to hunt down and train legendary pokemon. Tobias' other pokemon are either weak or filler with moves like false swipe to make catching easier.

Once he beat Ash, that was that, there was no reason to keep going.
All we know about Tobias is that he's such a fucking master of a trainer that he's bested every single Sinnoh Gym with Darkrai alone and Ash was the first ever person to make him fall back on his other Pokemon, but he was either completely outclassed somewhere in the final five battles towards Championship, or for reasons unknown didn't care to make sure those final five could give him that same sense of challenge.

Having Ash beat Cynthia just to lose to Leon would be the dumbest shit they could ever do. If it's going to be a tournament I would rather the semis be Leon vs Cynthia and Ash just beat people like Lance/Diantha/Steven. All the other champions don't really have the reputation that Cynthia has in the show, and it'd be stupid to feed her to Ash just to lose anyway. No one looks good in that scenario.

well hmm we know that tobias is incredibly strong and only ash EVER (that we know of) beat 2 of his pokemon.

My main headcanon for Tobias:
He's a Ranger or Dynamax Adventurer of sorts, rescuing lost or wandering legends and releasing them back at their homes (if any). Winning the Sinnoh League was part of the requirements in order to get Darkrai back to Newmoon Island (just like the games).
With no real ace and a team way too fleeting, he'd be very inconsistent in something like high PWT. Some legends aren't that good in battle, you know?
If he were to refight Ash, he'd probably have later-gen things like Zarude, Hoopa-C, and maybe an Ultra Beast or two.

Here’s what should happen:

There’s an episode where Ho-Oh decides to test Ash, and Ash ends up catching it.

Then at a later point, Ash befriends a Latias but never actually catches it.

Then during the league, half of Ash’s team has to stay in the Pokemon centre after a tough battle. Ash gets pitted against Tobias next and is shitting himself because no Dragonite, Gengar or Pikachu.

Latias heard Ash’s concerns telepathically and comes to help him for the battle.

Charizard also makes a surprise return for Ash because le Charizard xD

Ash still loses to Tobias who also has an Entei from that one Japanese intro.

Ash rematches him again in 10 IRL years and finally wins.
