BROTHER IN CHRIST, no matter how much mental gymnastics and genuine autism you'll pour into this game, some options will be better than others. Instead of trying to make it work we can just stop and instead of balance and competitive scene (Pokemon is awful comp game, btw) we can focus on making FUN GAME.

Could fit +30 BST and some shuffling in an evolution, which would make it a raw stat peer to the UBs and Tapu, which are the weakest but most heavily optimized of the Legendaries.

Possibly drop Sp. Atk and Sp. Def to bring Defense up to a decent level so the list of things that OHKO it with Fighting-type moves shrinks dramatically.
