Yes, he's right. Kanto is literally a real place within the greater Tokyo area and up until recently there were references to India, China, and other real world locations in the games

Yes. Lore in Gen 1-2 was that Pokemon took place in an alternate version of the real world where Pokemon existed, they explicitly mention real world countries and reference real world events on multiple occasions.
Kanto was literally an alternate take on the real world Kantō, and Johto was less on the nose but still very much a counterpart to the real world Kansai.
