But one thing (you) have to remember is that GSC is a DIRECT SEQUEL, as in it DIRECTLY FOLLOWS the events that occurred in RBY. Giovanni was defeated in RBY and GSC plot is about what Team Rocket does to cope. it would be weird if Kanto didn't have a strong presence in the game, that doesn't mean Johto leans on Kanto.
Maybe the games could have been better if they had just made Johto into a super region instead of adding Kanto, Though considering that GSC and HGSS were critically acclaimed and beloved by most fans at the time of release they're mostly fine the way they are.
And no, Johto fans don't "like Johto because its attached to Kanto" they like Johto for Johto. People like the Kanto part in the game, because its more game. The idea that Johto leans on Kanto or as no identity is like buying a laptop, getting a free tablet due to a promo, and claiming that the laptop is nothing without the tablet.
tdlr. Johto isn't any less of a region than anywhere else just because it doesn't follow rules made by games that came after it. .
