It's good offensively, but hot trash defensively. Most useful as coverage, since being an ice type is an hindrance more than anything unless the mon has a super high speed.

If the only thing ice is good at only hits 30% of the time, then ice is only 30% good.
But there's also only 20 ice-types that can learn Sheer Cold out of 51 ice-types in total, or about 39%.
So if 39% of ice-types are good 30% of the time, that would mean ice-types are approximately 12% good, if we're being generous and rounding up.

Aurora Veil is only good on Alolan Ninetales, and maybe Vanilluxe. Abomasnow and Aurorus are irredeemably bad because of their secondary typing paired with Ice, Aurora Veil needs hail to work.
Blizzard isn't even exclusive to ice-types.

Ice having it's degree of resistances gives it character, for better or worse. I think if you wanted to add to Ice's usefulness, add more to it's offensive and utility capabilities.

Like more Ice-exclusive moves that can hit an additional type for super-effective, like Freeze Dry, or add an Ice-type stealth rock, improve the benefits of Hail, etc.

Ice is SE against grass (not all that important but there are relevant grass types), ground, flying and dragon (which are EVERYWHERE) and thanks to Freeze-Dry actually having good distribution now it might as well considered SE against water too on the special side.

No other type has this kind of coverage, while having no immunities.

The issue with ice types is GF's fascination eith making a ridiculous amount of them slow and defensive, misusing the type's potential.

Same here but usually only until the near end of the game. Weavile, Mamoswine, Froslass and Ninetales are some of my must uses but I think I would like to see how Jynx and other ice with secondary type mons do. Aurorus I'm really reluctant on and it can't even learn power gem
