That doesn't mean Goh can't or won't stay. Goh is a protagonist (intended to be an equal one, at that, to Ash), plus isn't tied to Gen 8 (his Galar Pokémon can stay in the park, and he could get Gen 9 Pokémon), and is the rep for Pokémon GO, but I mean... it's not unreasonable to believe he'll be gone after this year.
I think out of all of Ash's previous companions, he has the best shot of staying, but I won't be surprised if he is gone after this year (I will be sad though).
