Because intention of GSC was literally to be continuation of RBY and GF assumed that plenty of players will come to it straight from Gen I, with basics of formula already learned.

Have you all forgotten that literally one of the most famous glitches in the Pokemon franchise happens because they let you skip this tutorial in Gen 1?

Generally Gen I-II games were made more with seasoned JRPG players in mind so they don't treat player like absolute retard. Even without tutorial being in your face, Oak and Pokemart Clerk on Rt.1 mention that you need Pokeballs to catch Pokemon and where to get them. If you even skipped old guy's tutorial you had big chances to figure things out on your own.
