In the sense that you can fit your bro onto a smogon*tm-approved copypasta core that covers its weaknesses yes underpowered pokemon can be viable, but there's awfully little room for innovations in bigger-picture team structure, or just using more than 2 of your bros in general (unless your bros are garchomp and heatran or whatever).
>Alongside lower tiers existing if your bro is a shitmon?It takes too long to find quality games in lower tiers if you're above 1500 elo, and if you do the variance in skill between you and your competitor can be large enough to make the game unsatisfying. I play gen7 OU and at my mediocre ranking (see pic) even at primetime I'm waiting for quite a while in queue only to match (usually) into people hundreds of elo below me where I get 8 elo for a win and 30 for a loss. Current gen lower tiers are overall less active than oldgen OU, so its even more grueling to a point where myself and likely many other players simply won't bother. I don't blame smogon for this, but to reiterate I don't have any hard feelings towards them playing a way I dislike, because they keep to their own autistic circlejerk.
