Because Pokemon who learn Attract are more akin to animals. Attract makes special use of a Pokemon's pheromones to confuse the target into wanting to mate with it, but mating obviously is only possible with opposite genders so Attract only works on opposite genders. You may not like it but this is what it's actually all about. Just how like the implication of a Paralysis status on your Pokemon incured by a physical move such as Body Slam actually implies your Pokemon has had it's spine and/or neck broken in half or several pieces.
