It's almost 30 years and we still suffer from a limiting 4 only moves slot.

when will Pokemon ever progress to allow atleast 6 moves?

Never. morimoto addressed that in an interview in Gen 7 or 8 stating how he strenuously tests out several ideas to evolve the mechanics and already tried everything the fans came up with, only to discard them as game-breaking.

I think all Pokemon should get a fixed fifth move slot that never changes. It could also help balance the game in some cases I guess. There's some things that any member of a species should always be able to do no matter what.

Every hypno has Hypnosis, plus your four moves
Every Blaziken has Blaze Kick, plus your four moves

Since they added the ability to just change moves whenever you want in PLA, maybe they can keep that in the main games. Just let you change moves between battles for free.
And also allow this in tournaments. You keep the same team, but can change the moves between battles, even in between best-of-3 battles.

This could work, especially if those fixed moves were either species-unique or very scarce and suited to the Pokémon battle style, not only thematically (i.e. Blaze Kick would be almost useless as Blaziken prefers Flare Blitz 99% of the time, while Pyro Ball on Cinderace would mean effectively freeing up a moveslot)

I'd like it if they let the pokemon retain as many moves as you want to teach them but you have to set a certain amount of moves to be usable in battle. You could change the moves any time outside of battle.

Online PVP battle we keep it 4 moves
but in Adventure Story Gameplay just to make it more Challenging we make it 6 moves

Does your pokemon struggle against walls? Now you can fit Toxic onto a Dragon Dance set.
Does your pokemon have reliable recovery, and status recovery, but can't run both? Now it can. Fuck off status.

Mostly it just makes the top 10% of the dex so good the remainder might as well fuck off. You are now imagining Flareon or Luxray staring at that fifth move slot.

The idea of adding a species specific fifth move is interesting, though, since it's much easier to balance and resist snowballing already great pokemon. Landerous gets Rototiller to foster that verdant land its known for, fukkin, I dunno, Flygon gets Dragon Dance stapled to it permanently.

The four move limit is what keeps lots of Pokemon in check, because they have to choose between utility or coverage. Increasing the amount of moves would make lots of Pokemon unbeatable, because they now they can do everything in one moveset.

Considering that the four move limit was also forced into the anime starting with Gen 4, and they also mention it in the brand guidelines as all that a Pokemon can memorize, safe to say that it's here to stay. They also considered either increasing the moveslots or increasing the amount of party members in Gen 3, but decided against it because it would break what little balance the game has.

Blaziken is good enough that it doesn't need a better free move than Blaze Kick anyways, which is a great attack with good power, good acc, and high crit. Under the condition I had blaze kick for a free fifth move I wouldn't bother with Flare Blitz, I'd just take the additional utility and coverage.

Obviously this could be handled poorly or handled well just like any other possible proposed change, and out of 900 pokemon there's going to be ones that win and ones that lose, 100%. It's not that easy to look at an obviously solid pokemon and give it a shittier but still thematic move though, for example TTar can just keep Hyper Beam and Cloyster could keep Withdraw in their extra slots. Something like Magcargo would get free Lava Plume effectively meaning it wouldn't even need to carry any fire stab. Give Aurorus Aurora Vale as a locked in fifth move for free and I wouldn't ever say anything about Power Gem again.
