Name one Quagsire weakness that isn't Grass, then consider access to stab Surf, stab Earthquake, Ice (like all waters), Rollover, fighting moves, Sludge Bomb against grasses, and a good heaping of buffs (including Curse).
In other words, it's a physical Water that doesn't fold to electricity and trades Ice Beam for ability to break through fellow bulky waters. Not quite Lanturn or Swampert tier, but not shabby at all.
