He's not right though.

Gen 2 is still the peak of Pokémon, and the fact that people only just recently started calling it shit out of nowhere (coincidentally after SwSh released btw), tells you just that.

All the way back in 2013 (NINE years ago) in a thread specifically asking what criticism Johto got, the same flaws were brought up and some people claimed they were new.

Perfectly fair. Most Pokefans need to be capable of basic self reflection like this. PChal isn't bad because he hates Gen 2, he's bad because he intentionally makes the games seem far worse than they are, deflects when he get called out on it, then lies to his followers (most of which are as stubborn as he is).
