It's only on the rarest of occasions, I still almost never see someone using one in their team, but Delphox with HDB did gain a niche of sorts. The sets varied wildly but the things they had in common were the item, max Speed and high HP/Sp.atk, and Wish/Protect/Mystical Fire or some combination thereof.
And truth be told it can be effective (or at least obnoxious) to fight sometimes, so it's not total ass. But given that most shitmons can't even accomplish that, it's still a sign that it can be workable. Remember anon, if Alolan-Golem can get an OU Writeup than just try something out and see what works.
