I didn't make the picture. The lines are there to compare Squirtle's proportions with the rest of the starters.

He isn't. His body is the exact same size on that picture as all the other starters. He looks enormous because he has a monstrous, disproportionate bobble head.

Good question. I didn't make the original picture but I tried adding Quaxly to it. I'm not sure if this is how the original artist would do it, but I followed the pattern of fitting the bottom two lines in the crotch and neck lines
