Not really because while flinch can deny a turn, lowering SpA stays until the pokemon switches out or buffs, plus you can't flinch a pokemon switching in but you CAN lower a pokemon switching in's special attack.

If a "strategy" relies on getting lucky, it's not a strategy.
Keep in mind that Togekiss Air Slash has a fucking 60% chance to flinch.
If it paralyzes you first, that's an 80% chance of not being able to do shit.
