How come the world tournaments don't have characters from regions we haven't seen yet?

How come in Pokemon Colosseum and XD the lore was that the Orre region had no wild Pokemon because it's in the US so all of the mons trainers use were imported from Japan, yet come Black and White we get a US region that does have its own Pokemon?

Yeah but in the Orre games they specifically mention they import Pokemon from "the Pokemon nation", which is obviously meant to be Japan.
Why wouldn't they just import them from Unova then?
