You can invent all sorts of obscure specific scenarios where it doesn't play out like this but the basic, fundamental relationship in average battle conditions is that water melts ice. You can't rationalize out of this, that is how these 2 forces interact. Snowman + bucket of water does not work in the snowman's favor.
And look man, I get it, I understand that Ice Type pokemon are not merely ice and they literally use magic to freeze things, but that doesn't work for explaining the defensive relationship. It explains why they aren't WEAK to Water, I'll give you that. But Ice Types freeze things instantaneously when using MOVES which is offensive. They don't DEFENSIVELY freeze things in an instant, they only passively radiate coldness energy (what is science?) like warm-blooded animals radiate heat. That isn't enough. Sure Ice Beam freezes water immediately, but when Beartic gets hit with a Water move it is still not going to appreciate that because the kind of passive freezing energy it emits isn't going to stop the Water attack. It will still not appreciate the Water attack because Beartic wants to stay cold and the water is warming it up. Saying it would resist the Water attack just plain doesn't make sense.
It is exceedingly more plausible that Ice could be SE on Water instead because it freezes it. Which I can get behind because there is actually legit arguments for it.
