Imagine if they had actually brought back all the league winners from the all past seasons for the final 8? You'd have Tobias, Virgil, John Dickson, and Tyson come back to stay true to the anime history and not try to match the champions of the games when the anime doesn't even take place in the same universe as the games and excludes and sidelines a lot of characters including the actual protagonists for Ash shit with legendaries.

Being a League winner isn't a big deal, it just means you get the opportunity to battle against the Elite 4 and Champion - considering none of them have the position of Champion they obviously didn't get very far. Alan is the only League winner that makes sense to come back for this tournament since he's the only one that we actually saw winning against Elite 4 level opponents.

She beat 100 trainers straight before even leaving Opelucid. She also beat Ash in the Club Battle tournament.
There's certainly a huge gap between no league = champion and it shits on what Ash did before BW, but it's not unrealistic for her (assuming Unova is the actual shittiest region)

Just because she wasn't there to witness it herself doesn't mean it didn't happen.
And vice versa. Ash wasn't there to witness Iris becoming the Unova champion, but it still happened anyways. Who knows how much she improved as Ash spent time while travelling Kalos, Alola, and Galar.
