Honestly I always felt like roxanne was already the perfect first gym leader as she was. Nothing really difficult but Nosepass is bulky enough to take a few hits, even super effective ones, and rock tomb is a pretty solid stab move back then, if a little inaccurate. Plus she has 2 potions so if you don't have any yourself she might outlast you
