Game Giovanni received ultimate shame and damage to his pride and ego by merit of sheer circumstantial coincidence, having his entire operation dismantled by some random kid SOLELY because it HAPPENED to get in said kid's way to the next town on multiple occasions.
As far as the games are concerned, everything he said was to save face. In actuality, he was seething, coping and malding. Either fucking off entirely in GSC, or in HGSS, biding his time and preparing himself to be the leader Team Rocket deserves. And in HGSS' case, he would have taken that call for his return from his still-loyal Team Rocket if the Johto Protagonist didn't Time Travel Bullshit their way into his hideout, beat his ass and turn him even more bitter.
From there he either outright kills himself in despair that he'll never achieve his ambitions, or he fucks off into parts even further unknown to prepare himself even more for the possible day he can rebuild Team Rocket.
