Dream world abilities aren't meant to be fair or balanced. Their inclusion is to grant insight on the dreams of said Pokemon. Delibird is clearly Santa inspired, and Vital Spirit and Hustle help convey that well. Insomnia being its Dream ability is supposed to convey that it dreams that it never needs to sleep, so it can keep working.

Almost every Pokemon with a Dream World ability is treated in this manner, such as Durant having Truant as its hidden ability indicating that it would love to be lazy for a change (ants are constantly working).

Hydration's best use is to spam rest to get fully healed, cure status and wake up right after vecause Hydration works at the end of a turn. It's a niche but a decent one.

Leaf Guard completely stops you from using rest when the Sun is up because no statuses work on you. It is very shit.

Considering that this change was made in gen 5 (inb4 gen 5 bad) and Meganium got its hidden ability (Leaf Guard) the next generation after, one is right to question this. Also Meganium bad but it doesn't need a buff because of Rillaboom and survival of the fittest.

Giving it a huge flaw is one thing, but there also needs to be a reason why it was once successful in its own time.
Rampardos is a good example of this. It's insanely powerful, explaining its success, and has the glaring flaw of no bulk or speed, explaining its extinction.

But I sincerely doubt that was GF's intention with the fossilmons, since not all of them have huge flaws.
