one the one hand, you have Regigigas, which would have an incredibly high combat power since it's combined stats are stupidly high (670), but in fact it is a supremely terrible pokemon because of it's ability
on the other hand you have pelipper, a pokemon with a combined base stat of merely (440)
despite this it is an extremely powerful pokemon well deserving of it's top tier status because of it's ability alone
and yet with your system, Pelipper would be allowed to use it's level and EV, while at the same time Regigigas would have to be run at a hilarious low level making it literally and completely utterly worthless in every imaginable way
however with Smogon's tier system, Pelipper is in OU where it shines, while Regigigas is in the lowest tier, where it can actually see use
Delibird and Delcatty are exceptions, they are pokemon so utterly and completely bad, that no matter what tier you put them in, they are still trash, and even your system won't suddenly make them good because their inherent problems go much much further than mere stat deficiency
