Despite that, by the very next year, we got 2 DLC packs that added an additional 220 older pokemon to the game. So with AT MOST 1 extra year of development time, they managed to work in another 25% of the dex. We're three years out, why weren't the remaining 200ish not added in as DLC? or patched in for free like the first 220 were?
Now, let's not pretend for a second they spent an extra year adding 220 old pokemon. They didn't. Beyond the fact that the new content must be coded, tested, approved months before the actual release of these DLCs, there's also the entire new areas added which actually constituted new design, planning, modeling work, and far FAR more testing than adding back old pokemon would. Pokemon just need to be able to stand on a flat stage, execute recycled move animations, and never have to deal with collision. Once you have the underlying animation system and models this is EXCEEDINGLY easy. Its rout work you don't need experienced programmers for.
This isn't to call Gamefreak lazy or anything, game design is very hard work. The problem is that they're obviously not giving themselves enough time develop these games. The requirement of a new game every year + a new generation every 3 with their team size has been killing them since XY's release. This isn't some insane request. Just take more fucking time.
