I've always thought the Fire/Water/Ice dynamic was kind of silly.
If the Fire is stronger/higher temperature than the abundance/temperature of the Water/Ice, it will evaporate it.
On the other hand, if the water/ice is cooler/more abundant than the source of flame, obviously it will put out the fire.

But we're not talking about the world as a whole, we're talking about individual sources.
A reserve of water that feeds a fire hydrant could run out or not be able to dispense a volume of water, or enough water fast enough, to put out a burning building.
