How do I catch the legendary beasts in FireRed?
I've already beaten the elite four and done the rocket warehouse mission in the Sevii Islands. I've spent nearly a hundred max repels with my level 36 Blastoise leading and Raikou just doesn't appear. I also go in and out of buildings occasionally.
I'm searching for him on route 1 on that patch of grass right in the entrance of Pallet Town and I go in and out of Blue's house trying to reset his location.
Is there any requirement or optional quest that I'm missing here? Does he appear only in specific grass patches or routes?
