They fucked up with Zoroark do it handling it the complete opposite way of Lucario and then they never tried with the Snivy line, by far the most popular line, because that would mean giving a grass starter not named Venusaur attention. Plus they thought that Oshawott would be too similiar to Piplup shilling wise

Gen 5 doesn't need shillmons; their popularity is genuine not artificially propped up by marketing.
