Meet a bizarre Gym Leader who once ran a proper Gym, before turning back to the howling blizzards that call for him. He has never shown up in person to the comfy, chilly city ever again, but mysteriously challengers have been receiving his badge after waltzing into the blizzard themselves.
This became the new "gym", and upon entering you're met with an icy maze that grows weirder as you progress until you're met with a pale figure that casually addresses the fact that it's "quite chilly". After some usual "I'm the gym leader yadda yadda yadda" introduction he challenges you.
Uniquely, at least in the later-game versions, this battle starts in hail and never STOPS being in hail. Despite the signature move being Ice Beam, expect Blizzard spam.
Once the battle is over, he returns to the blizzard once more. The walk back is oddly short.
Basically you know the weird ghost people in Pokemon? Imagine that but an actual Gym Leader
