Nintendo were really stupid with how they chose those 3 types like it was a difficulty mode rather than a preference.
Fire > Grass > Water
Grass - something you find everywhere because 90% of the areas are fly/bug/normal/grass
Water - something you only unlock after the second badge or so and water is weak against grass which is 90% of the area and is powerful against fire which is 0.05% of the area
Fire - Available only in 0.05% of the areas and is powerful against grass and bug type which is found in 90% of the areas. It's powerful even against ice and steel which are end-game types.
Even in Zanzarah you get 2 types of Grass, Rock, Water, 2 but the Water fairy is redundant because in the first very quest you unlock a water type.
Same deal with in Zanzarah, there's only 1 area where you can find fire types. Funnily enough lightning is even rarer, you can only trade for lightning, you cannot find them in the wild.
