There is also a very clear state with Mayors and a police force being very common (as well as stuff like Looker being basically from interpol) so it's not anarchist.
It's just that 1) Pokemon mean that everything is way easier (irrigation isn't much of a struggle when your pet turtle can just produce huge volumes of water effortlessly even at a low level) and 2) People are generally just nicer.
Its the same system we have here except everythings nicer and the general standard of living is higher and easier to obtain (hence why kids can just wander round their region at 10).
